The Internet Assigned Numbers Authority (IANA) incorporated Hugo Salgado (.CL), into the group of people participating in the signing of the DNS root zone, a procedure that is carried out in a planned manner to reinforce reliability and ensure the integrity and authenticity of the information of the global system of domain names, which are administered by the Internet Corporation for Assigned Names and Numbers (ICANN).

IANA reported the selection of Hugo Salgado to the group in March 2023. He was immediately summoned as Cryptographic Officer for the first signing ceremony of the year, held on April 27 in Culpeper, Virginia, on the east coast of the United States, one of the two secure locations where the procedure is performed alternately and the KSK key and its copies are kept. On this occasion, a new KSK key was also generated, which will eventually replace the current one in the coming years.

The Trusted Community Representatives (TCRs) are recognized participants in the DNS technical community, selected on a volunteer basis to act as ministers of faith at ceremonies where the Internet root zone is created and signed using so-called DNS Security Extensions, or DNSSEC.

Hugo Salgado is a Research and Development Engineer at NIC Chile, .CL domain registry, and coordinator of the DNS working group at LACNOG, a group of network operators in Latin America and the Caribbean. He is also an active participant in regional projects related to the DNS, collaborating as coordinator of LACTLD's Anycast Cloud and in the Latin American DNS Observatory.
